Assumi como hipótese inicial que a prática do protagonismo juvenil, difundido no contexto das reformas educacionais, propiciaria a formação de um indivíduo resiliente, apto às demandas de um mundo em constante transformação, que valoriza o empreendedorismo e o trabalho voluntário. A discussão sobre a relação entre as reformas educacionais ocorridas nos anos 90 do Século passado e a configuração do Grêmio Estudantil nos dias de hoje, objetiva investigar a formação do indivíduo a partir de sua participação nesta entidade estudantil, entendida como espaço de trabalho coletivo. A participação do Grêmio Estudantil na unidade escolar é um projeto institucionalizado desde 1998 pela Secretaria de Estado da Educação de São Paulo, que entende esta associação como organismo de exercício da cidadania e ferramenta pedagógica que fomentaria nos jovens uma série de atributos vinculados aos ideais coletivos em detrimento de valores individuais. As relações e mediações entre o Protagonismo Juvenil, a Resiliência e a atuação do Grêmio Estudantil na escola, têm como uma de suas determinantes a política delineada por organismos internacionais, ratificada no Brasil com o Plano Decenal de Educação, momento em que as escolas passam a ser vistas como espaço ideal para a materialização de um projeto político de formação de um novo cidadão. Com o processo investigativo desenvolvido: a) num primeiro momento foram realizados relatórios oriundos da observação das reuniões de Grêmios Estudantis promovidas pela Diretoria de Ensino de Sorocaba e b) num segundo momento, com anotações elaboradas em rodas de conversas informais com integrantes do Grêmio Estudantil e o seu respectivo Professor Coordenador; é possível concluir que o Grêmio Estudantil transforma-se tendencial e predominantemente num espaço de propostas assistencialistas que despolitiza a ação de seus sujeitos, encaminhando os jovens à adaptação e não à problematização da realidade social em curso. As ações realizadas no âmbito dessa entidade eliminam toda e qualquer premissa política e ideológica, indicando ao jovem que estas determinações são para o futuro e que não fazem parte da sua construção histórica enquanto ser humano. Este suposto considera duas dimensões que delimitam esse processo: a origem e os desdobramentos históricos do movimento estudantil secundarista e a estratégia reformista, especificamente no âmbito da educação escolar, desenvolvida pelo Estado brasileiro a partir dos anos noventa do Século passado.This writing translates research (bibliographical, documental and exploratory) developed in the state net of teaching of Sorocaba, with the purpose of observing and to problematize the paper of the Union Student expert as one of the spaces that relate the process of the individuals' formation. I accepted as initial hypothesis that the practice of the youthful protagonist, spread in the context of the education reforms, it would propitiate a resilient individual's formation, capable to the demands of a world in constant transformation, which values the entrepreneur and the voluntary job. The discussion about the relationship among the education reforms happened the nineties of last Century and the configuration of the Student Union in the days today, they aim at investigate the individual's formation starting from her participation in this student entity, understood as space of collective work. The participation of the Student Union in the school unit is a project has institutionalized since 1998 by the General office of State of the Education of São Paulo, that it understands this association as organism of exercise of the citizenship and pedagogic tool that it would foment in the youths a series of attributes linked to the collective ideals to the detriment of individual values. The relationships and mediations among the Youthful Protagonist, the Resilience and the performance of the Student Union in the school, have as one of their determinant the politics delineated by international organisms, ratified in Brazil with the Decenal Plan of Education, moment in that the schools pass to be seen as ideal space for the materialization of a political project of a new citizen's formation. With the process developed: the) in a first moment was accomplished proceeding reports observation of the meetings of Student Unions promoted by the Management of Teaching of Sorocaba and b) in a second moment, with annotations elaborated in wheels of informal conversations with members of the Student Union and her respective Coordinating Teacher; it is possible to conclude that the Student Union changes tendential and predominantly in a space of assistant proposals that not politicize the action of their subjects, directing the youths to the adaptation and not to the problematization of the social reality in course. The actions accomplished in the extent of that entity eliminate all and any political and ideological premise, indicating the youth that these determinations are for the future and that they are not part of her historical construction while human being.
