Os objetivos visados compreendem o entendimento de um padrão de gestão e planejamento urbano que propõe a educação como tema norteador do desenvolvimento da cidade e a Escola Cidadã como instrumento que objetiva a educação escolar voltada para a formação do cidadão e construção da cidadania. As referências teóricas estão concentradas nos geógrafos Milton Santos e David Harvey, no sociólogo Zygmunt Bauman, no historiador Richard Sennet, na geógrafa e educadora Lana de Souza Cavalcanti e no educador Moacir Gadotti. Os procedimentos efetuados tiveram como base o estudo dos documentos “Carta de Barcelona” e a proposta de assessoria pedagógica do Instituto Paulo Freire, que norteiam a instalação de programas municipais para a Cidade Educadora. Tais documentos revelam a palavra oficial sorocabana para a criação da Cidade Educadora e da Escola Cidadã. Entre outras fontes de pesquisa destacam os boletins, panfletos e folhetos da Cidade Educadora e da Escola Cidadã, os sites editados pelo Instituto Paulo Freire e pela Prefeitura Municipal de Sorocaba. Estas fontes apresentam, por exemplo, programas executados por ONG‟s como o Sabe Tudo – centros de inclusão digital - e os projetos “Leitura do Mundo” e “Festa da Escola Cidadã” – encontros da comunidade escolar na escola. Os resultados finais indicam que, apesar do discurso de cidadania proposto, o programa Cidade Educadora não conduz a um projeto com intencionalidade de transformação das condições de desigualdades que configuram a cidade, como da mesma forma a Escola Cidadã, tal qual se apresenta no discurso ainda é uma bandeira, estando no momento, vazia de seu conteúdo histórico e de uma proposta de transformação.As a dissertation, linked to the research line "school daily", this work is to study the subject of municipal programs for Educating City and the Citizen School, deployed in the city of Sorocaba from the year 2007. Other sources of research highlights the newsletters, pamphlets and leaflets Educating City and the Citizen School, the site published by the Paulo Freire Institute and the Municipality of Sorocaba. These sources have for example, programs run by NGOs such as the Sarcasm - centers and digital inclusion projects "Reading the World" and "Feast of the Citizen School" - meetings of the school community in school.
