| dc.description.abstract | O julgamento é o exercício de filosofia na ânsia de buscar a verdade do saber. As telecomunicações como atividade de engenharia têm como princípio, abstração e modelagem complexa. Nos litígios que envolvem questões relacionadas às telecomunicações há certa confusão quando a tentativa é caracterizar o que é Serviço de Telecomunicações e o que é Serviço de Informação. Via revisão bibliográfica e análise legal, este texto lança um pouco de luz sobre o tema, ao apresentar como acontece a atividade de perícia em telecomunicações e esclarece equívocos no seu exercício. Para discutir o tema, o trabalho foi dividido em oito capítulos, onde serão abordadas a história da perícia e a atividade do perito; os aspectos históricos das telecomunicações no Brasil até o comportamento regulatório atual; a base técnica mínima para o estudo ou perícias via ondas radioelétricas das telecomunicações; o contexto nas perícias em telecomunicações; o mercado de trabalho. E, finalizando, estudos de casos para fins de elucidar equívocos comuns que ocorrem no entendimento das telecomunicações: as questões que envolvem as diversas competências profissionais para o exercício legal da engenharia e os conflitos entre as carreiras de telecomunicações com das tecnologias da informação. | por |
| dc.description.abstract | Judgment is the exercise of philosophy in the eagerness to seek the truth of the saber. Telecommunications as an engineering activity has as principle, abstraction and complex modeling. In disputes involving matters related to telecommunications there is some confusion when the attempt is to characterize what is the Telecommunications Service and what is the Information Service. Through bibliographic review and legal analysis, this text throws a little light on the subject, when presenting as the activity of expertise in telecommunications and clarifies misunderstandings in its exercise. To discuss the theme, the work was divided into eight chapters, which will address the history of expertise and the activity of the expert; the historical aspects of telecommunications in Brazil up to current regulatory behavior; the minimum technical basis for the study or expertise via radio-electric telecommunications waves; the context in telecommunications expertise; the labor market. And, finally, case studies to elucidate common misconceptions that occur in the understanding of telecommunications: the issues involving the various professional competencies for the legal exercise of engineering and the conflicts between telecommunication and information technology careers. | eng |
